UNITED NATIONS (AP) — Central African Republic is facing a humanitarian crisis with 2.4 million people in need of assistance and the U.N.’s $534 million appeal only 36% funded, a U.N. official said Wednesday. Mineral-rich but impoverished CAR has a population of 6 million. CAR's President Faustin Archange Touadera has developed close ties to Russia and its Wagner mercenary group whose forces have served as his personal bodyguards. He said there are armed groups and security issues around CAR’s borders with Sudan, Chad and South Sudan and minefields and explosives in the west. The U.N. announced Tuesday it was giving CAR $6.5 million from its emergency relief fund.

BANGUI, July 30 (Reuters) - Central African Republic is voting on a constitutional referendum on Sunday which, if it passes, could remove a presidential term limit and allow President Faustin-Archange Touadera to run for a third term in 2025. Touadera was first elected in 2016 for a five-year term and won reelection in 2020 for what was supposed to be his final term in office. Opposition parties and some civil society groups have called for a boycott of the referendum, saying it was designed to keep Touadera in power for life. What I really want is stability for the country to progress," said Laurent Ngombe, a teacher and one of the first people to vote. He is on the campaign trail for the constitutional referendum which, if passed, could remove a two-term presidential limit and enable him run again.

BANGUI, May 30 (Reuters) - Central African Republic's President Faustin-Archange Touadera said on Tuesday he would hold a referendum in July on his intention to change the constitution and remove term limits. Touadera's allies proposed the change in May last year, arguing that presidential term limits were uncommon in many neighbouring countries. Critics and opposition parties held protests last year as the reform would allow Touadera to run again in 2025 for a third term. A presidential decree issued later on Tuesday said the referendum would start on July 15 and end on July 28. The proposed reform echoes constitutional and other legal changes that have allowed presidents in several other African countries - including Rwanda, Congo Republic, Ivory Coast and Guinea - to stay in office.
